Mobian Diversity: Quetzal

The Inca's legendary feather-snake, the Quetzacoatl. Quetzal for short here. He's got no feet, as is right of a snake mobian, but her also bears feathered arms and plumage on his tail. Also made his muzzle kinda flamboyant. I think he looks pretty good, actually.
